Аннотация

В статье анализируются причины поражения в ходе электорального цикла 2003 – 2004 годов всех политических сил, в той или иной мере претендовавших на роль оппозиции политическому режиму и/или политическому курсу президента и правительства. По заключению автора, это поражение было обусловлено не столько ситуационными факторами, связанными с популярностью президента страны, организационной слабостью оппозиционных партий или особенностями избирательной кампании, сколько характером нынешнего политического режима, прежде всего воздействием неблагоприятных для оппозиции институциональных факторов, а также последствиями консолидации элит по принципу «навязанного консенсуса». В этих условиях, доказывает он, любые стратегии оппозиционных сил оказывались заведомо неэффективными и приводили либо к маргинализации, либо к кооптации в правящую группу без существенных политических последствий. Шансы на появление и успех новой оппозиции автор связывает с перспективами очередного раскола элит при отказе от принципа «игры с нулевой суммой» при разрешении внутриэлитных конфликтов.
